These Administrative Rules implement board policies and federal, state or local laws or rules or represent an organizational directive from the Superintendent. The purpose of the rules is to provide clear guidance to district staff, students and public in the interest of more effectively serving students and their families.

The rules are in effect as of the date of publication on the district’s web site and supersede any previous manual, representation, or description about District rules and expectations. Amendments require approval of the Superintendent.

These rules are organized by Eugene School Board Policy categories, as follows:

• C – Administration
• D – Fiscal Management
• E – Support Services
• F – Facilities
• G – Personnel
• H – Negotiations*
• I – Instruction
• J – Students
• K/L – Community Relations

*Since collective bargaining in Oregon is governed by statute there are normally no policies in Section H.

The interpretation, scope and applicability of these rules are within the District’s exclusive discretion. Some of the provisions are lay summaries of statutes and regulations. Where necessary to apply or interpret these rules, the District interpretation will be determined by reference to the underlying statute, regulation, or legal document.

Please note: The District recognizes its obligation under law to negotiate in good faith with labor organizations representing some District employees. If information in this manual conflicts with any District bargaining agreement, the bargaining contract takes precedence.

Estas Reglas Administrativas implementan las políticas de la junta y las leyes o reglas federales, estatales o locales o representan una directiva organizacional del Superintendente. El propósito de las reglas es brindar una guía clara al personal del distrito, a los estudiantes y al público en el interés de servir de manera más efectiva a los estudiantes y sus familias.

Las reglas están vigentes a partir de la fecha de publicación en el sitio web del distrito y reemplazan cualquier manual, representación o descripción anterior sobre las reglas y expectativas del Distrito. Las enmiendas requieren la aprobación del Superintendente.

Estas reglas están organizadas por categorías de políticas de la Junta Escolar de Eugene, de la siguiente manera:

La interpretación, alcance y aplicabilidad de estas reglas están dentro de la discreción exclusiva del Distrito. Algunas de las disposiciones son resúmenes sencillos de estatutos y reglamentos. Cuando sea necesario para aplicar o interpretar estas reglas, la interpretación del Distrito se determinará por referencia al estatuto, reglamento o documento legal subyacente.

Tenga en cuenta: El Distrito reconoce su obligación por ley de negociar de buena fe con las organizaciones laborales que representan a algunos empleados del Distrito. Si la información en este manual entra en conflicto con cualquier acuerdo de negociación del Distrito, el contrato de negociación tiene prioridad.
