Eugene School District 4J, Oregon School Employees Association Reach Tentative Contract Agreement

Oregon School Employees Association Chapter 1 and Eugene School District 4J bargaining teams reached a tentative agreement on a new three-year contract for classified workers at a bargaining session Dec. 11.

The school board and OSEA members must approve the terms with votes in the days ahead. 

OSEA is the district's classified workers union, representing a wide range of school employees including classroom aides, bus drivers, office staff, food service workers, facilities, custodial and grounds staff and more. 

The cost of the contract fits within the district's financial plan for 2026-27 and does not increase 4J's projected $30 million shortfall, or a projected $8 million gap for 2027-28.

Provisions of the agreement include:

  • A cost of living salary increase of 5 percent each year in 2025-26, 2026-27, and 2027-28, in addition to step increases
  • Health insurance contributions at $1,225 per month in 2025-26, $1,285 per month in 2026–27, and $1,345 per month in 2027–28 (representing an increase of $60 per month in the second year and another $60 per month in the third year)
  • A new contract article on workplace safety and learning environment

OSEA and district bargaining teams met 14 times, starting in April. The previous three-year contract expired June 30, 2025. An OSEA ratification vote and subsequent school board approval is to be scheduled.

 


 

Eugene School District 4J’s classified staff are represented by Oregon School Employees Association (OSEA). Bargaining teams for the district and the union have planned a series of negotiation sessions in 2025 for the next 4J/OSEA collective bargaining agreement. Updates on the negotiations process will be posted on this webpage.

Negotiation sessions will be held in the auditorium of the 4J Ed Center, 200 N. Monroe St. and are scheduled on the following dates (dates, times and locations subject to change):

  • Monday, September 8, 2025, 5-8:30 p.m.
  • Wednesday, October 1, 2025, 10 a.m.-5 p.m.
  • Monday, October 13, 2025, 4:30-8 p.m.
  • Tuesday, October 28, 2025, 9:30 a.m.-3:30 p.m.
  • Monday, November 3, 2025, 4:30-8 p.m. Session cancelled
  • Friday, November 21, 2025,  9:30 a.m.-3:30 p.m.
  • Monday, December 1, 2025, 4:30-8 p.m.
  • Thursday, December 11, 2025, 9 a.m.-4 p.m. (rescheduled from December 12)

Joint meetings of the two teams will be open to observers unless otherwise announced. Caucus meetings of individual teams will be closed to observers. Observer expectations will be posted in the meeting rooms.
