Eugene School District 4J, Oregon School Employees Association Reach Tentative Contract Agreement

Oregon School Employees Association Eugene Chapter 1 and Eugene School District 4J reached a tentative agreement on a new three-year contract for classified staff at a bargaining session December 11.

Highlights of the deal are a cost of living adjustment of 5% per year (the same as recent agreements with the Eugene Education Association and managers, administrators, professionals and supervisors) and $60 increases in monthly insurance contribution in the second and third years of the deal. The agreement makes the pay adjustment retroactive to July 1, 2025. The previous OSEA contract expired June 30, and classified staff have been working under the terms of the previous agreement since then.

In order to finalize the contract, OSEA members and then the school board must approve the terms. OSEA has planned a ratification vote starting January 6. After the member vote, the school board would likely vote on approval at its January 14 meeting. Classified staff would then see the new pay rates and insurance contributions reflected in paychecks at the end of January, as well as receiving retro pay going back to July 1 also in January.  

The total cost of the OSEA contract fits within the district's financial plan for 2026-27 and does not increase 4J's projected $30 million shortfall, or a projected $8 million gap for 2027-28.

OSEA and district bargaining teams met 14 times, starting in April. 

 


 

Eugene School District 4J’s classified staff are represented by Oregon School Employees Association (OSEA). Bargaining teams for the district and the union have planned a series of negotiation sessions in 2025 for the next 4J/OSEA collective bargaining agreement. Updates on the negotiations process will be posted on this webpage.

Negotiation sessions will be held in the auditorium of the 4J Ed Center, 200 N. Monroe St. and are scheduled on the following dates (dates, times and locations subject to change):

Joint meetings of the two teams will be open to observers unless otherwise announced. Caucus meetings of individual teams will be closed to observers. Observer expectations will be posted in the meeting rooms.
