Classified (OSEA) Labor Negotiations 2025

Eugene School District 4J’s classified staff are represented by Oregon School Employees Association (OSEA). Bargaining teams for the district and the union have planned a series of negotiation sessions in 2025 for the next 4J/OSEA collective bargaining agreement. Updates on the negotiations process will be posted on this webpage.

Negotiation sessions will be held in the auditorium of the 4J Ed Center, 200 N. Monroe St. and are scheduled on the following dates (dates, times and locations subject to change):

Joint meetings of the two teams will be open to observers unless otherwise announced. Caucus meetings of individual teams will be closed to observers. Observer expectations will be posted in the meeting rooms.

  • 4J Proposals: Eugene School District 4J has entered into negotiations with OSEA Chapter 1, eager to collaborate on a fair and practical contract to succeed the current agreement, which expires on June 30, 2025. At the initial bargaining session held on April 10, the district team presented two proposals aimed at addressing operational needs while supporting employees. 
    Article 2: Temporary Employees
    The district is proposing an update to the definition of “temporary employee.” Each year, the district experiences fluctuating workloads driven by intermittent or unpredictable events. These demands often exceed the capacity of current staff and substitutes, requiring the district to seek outside services. By creating a more flexible category of temporary employees for these situations, the district aims to relieve pressure on existing staff, reduce the reliance on external contractors, and ensure that work stays within the bargaining unit. 
    Article 22: Transportation Job Structure and Pay  
    The district is also proposing a restructuring of job assignments for drivers and bus aides in the Transportation department. Instead of day-based assignments, the proposal introduces regular, allocated FTE (full-time equivalent) designations. This change is intended to align more closely with the actual variability of transportation needs and provide greater predictability for employees. In addition, the district proposes transitioning Transportation staff to a “smooth pay” system—already used by many other district employees—so staff receive consistent monthly pay based on their assigned FTE, with the understanding that work hours will align accordingly.
