Eugene School District 4J, Eugene Education Association Reach Tentative Agreement on Contract
The Eugene Education Association and Eugene School District 4J bargaining teams have reached a tentative agreement on a new three-year contract.
The School Board, and EEA members must approve the terms with votes in the days ahead. If approved, the agreement will show a historic investment in quality education focused on providing exceptional care and instruction for students, the ability to competitively recruit and retain staff, and stability heading into a time of economic uncertainty.
"For Eugene School District 4J, this tentative agreement signifies a shared dedication to the heart of our mission—supporting the well-being of our students, families, and educators," Interim Superintendent Colt Gill said. "This agreement represents a historic step, built on our core values of care, collaboration, and respect for the essential role our educators play in shaping the future. With renewed support for our teachers, counselors, nurses, librarians, and other licensed specialists we are strengthening support for every student and investing in a learning environment where each child can thrive. This milestone is a testament to our commitment to building a supportive, resilient community, where our educators are equipped to continue their invaluable work with the resources and respect they deserve."
Provisions of the agreement include:
- A cost of living salary increase of 5 percent each year in 2024–25, 2025–26, and 2026–27, in addition to step increases
- Health insurance increases toward each member’s health coverage to $1,367 per month in 2024–25, $1,413 per month in 2025–26, and $1,478 per month in 2026–27
- Increases guaranteed planning time by 100 minutes per week from 320 minutes to 420 minutes at all grade levels
- Additional compensation for licensed staff who fill in for vacant positions at different buildings or who cover unfilled absences to meet student needs
- Extends the work year for school counselors and librarians to support their additional duties
- School nurses receive an additional 8 percent pay differential, allowing the district to compete for highly competitive professionals in a critical health field
- Bilingual educators may earn up to an additional 6 percent extra pay for supporting non-English speaking students and families
The collective bargaining agreement applies to 4J’s teachers and licensed specialists such as counselors, nurses, and librarians. The previous three-year collective bargaining agreement expired June 30, 2024.
The EEA plans a ratification meeting Nov. 19 at 5 p.m. at the North Eugene High School Auditorium, 250 Silver Lane, followed by an online ballot open to members for 24 hours. If members ratify, the School Board would be able to consider approval in its Nov. 20 meeting.
