A strong tiered system of support is grounded in Tier I, or universal access. Tier I provides the foundation for schoolwide expectations, overall wellness, and a positive school climate. It is designed to be culturally and linguistically responsive to our Black, Indigenous, and Students of Color, as well as to multilingual learners. Tier I practices are inclusive and accessible to every student, including those with IEPs. At its core, Tier I fosters a sense of belonging, ensuring that each student feels seen, valued, and connected to their school community.
