At Eugene School District 4J, we are committed to the highest standards of integrity, accountability, and stewardship in how we manage public resources. As trusted stewards of taxpayer funds, we take seriously our responsibility to operate with transparency, ethical conduct and sound fiscal practices.
Our Commitment
We work proactively to prevent, detect and respond to fraud, financial misconduct and misuse of district resources. Examples include:
- Theft, embezzlement or misappropriation of funds or property
- Falsification or alteration of financial documents
- Undisclosed or unmanaged conflicts of interest
- Unauthorized or inappropriate use of district property or funds
Our practices are guided by internal controls and outlined in the 4J Financial Procedures Manual, in alignment with board policies such as:
- GBC – Staff Ethics
- DI – Purchasing
- DN – Disposal of District Property
- DJC – Bidding Requirements
- EDC/KGF – Authorized Use of District Equipment and Materials
Reporting Concerns
If you suspect financial misconduct or fraud, we encourage you to report your concerns promptly and confidentially. You are protected from retaliation under whistleblower protections.
You may report concerns in any of the following ways:

If you prefer not to report internally, you are encouraged to report your concerns to the state.
