4J Identification Process
Any K-12 student can be referred for TAG identification by parents and teachers at the building level. Parents should contact the principal or the building TAG representative to begin the identification process. Parents and teachers will complete TAG behavioral checklists prior to TAG testing. Parents will be notified of the eligibility decision following completion of the process.
TAG Identification Law
- TAG students must be identified and receive programs or services.
- Every school district must have a written policy for identifying TAG students. School policies are a matter of public record - you may request a copy from your local school district.
- Every school district must have written procedures describing collection and use of materials for identifying TAG students. Your TAG coordinator or school principal will be able to describe these procedures to you.
- The criteria for identifying TAG students must include behavioral, learning and/or performance information. The criteria for identifying intellectually gifted students shall include a score equal to or greater than 97% on a nationally standardized mental ability test.
- The criteria for identifying academically talented students shall include a score equal to or greater than 97% on a nationally standardized academic achievement test in reading or math.
- Districts shall identify students who demonstrate the potential to perform at the 97th percentile using district policies and procedures.
- Districts may identify additional students who are talented and gifted.
Parents' Responsibility and Rights
The parents' major responsibility is to be informed about and involved in their child's education. The Oregon Talented and Gifted Education Act guarantees specific rights to parents of children identified under this Act.
These rights include:
- That parental permission be obtained for any individualized testing.
- That parents are to be notified of their children's identification as TAG students.
- That parents must be given the opportunity to provide input to and discuss with the district the programs and services to be received by the child.
- That parents must be informed of the procedures for a complaint or appeal.
- That parents, upon request, be provided access to all records used for the identification process.
